AmCham Angola Monthly — Public Edition — May 2026

In May AmCham Angola met the Administração Geral Tributária (General Tax Administration) three times, including a first in-person audience of the year with the President of AGT. The Chamber also gave its Policy Committee a common framework of eight sector sub-groups.

AmCham Angola spent May on the question investors ask first: how predictable is the tax environment, and who can a company talk to when something goes wrong? We met AGT three times, at technical level and at the top, and brought real cases from companies operating in Angola to the table. The Sub-Tax Committee worked to bring the wider oil and gas industry behind one shared message and completed new comparative research on tax and diversification. We also gave our Policy Committee a structure that reaches well beyond energy. The aim is a stable, predictable environment in which U.S. and Angolan companies can invest with confidence.

Tax dialogue with AGT

Monthly technical session with AGT

20 May

Our monthly technical session brought member companies together with AGT's Large Taxpayers directorate, led by its Director, Denis Barbosa. The Chamber presented practical cases on the AGT portal and e-invoicing, audits and compliance, the blocking of tax identification numbers (NIF), the minimum customs duty and the Special Contribution on Foreign Exchange Operations. Future sessions will work to agendas set weeks in advance, so that each meeting can go deeper. A follow-up working conversation with the directorate took place on 25 May.

Audience with the President of AGT

21 May

The President of AmCham Angola, Eng. Pedro Godinho, and the Executive Director, Neil Breslin Jr., were received at AGT headquarters in Luanda by the President of AGT, José Leiria, together with Denis Barbosa. It was the Chamber's first in-person meeting at this level in 2026. A member company in the health sector set out a practical case on the temporary import of equipment and installation tools. The two sides also discussed U.S.–Angola customs cooperation linked to the Lobito Corridor and confirmed the calendar of monthly technical sessions.

Sub-Tax Committee: one voice for the industry

12 and 26 May

Senior tax and finance practitioners from member companies updated the Committee's standing priorities: consistent application of tax law, predictable inspections and audits, and incentives that work in practice as well as on paper. The Committee agreed to invite the two Angolan associations of the upstream oil and gas sector to align on shared messages. On 26 May it distilled its work into three constructive themes: fiscal predictability, foreign-exchange fluidity and customs neutrality.

Policy and research

Eight sub-groups, one framework

6 May

AmCham Angola adopted a common framework for its Policy Committee covering eight sub-groups: Energy and Infrastructure; Digital Economy; Healthcare and Well-Being; Banking, Finance and Capital Markets; Agriculture and Sustainability; Light Industry and Manufacturing; Culture, Tourism and Education; and the Lobito Corridor and Critical Minerals. Each sub-group will have a lead, three priorities and an annual flagship event. Healthcare and Well-Being is the first to put the model into practice.

What resource economies teach about diversification

May

The Sub-Tax Committee completed a policy brief on how four hydrocarbon-dependent economies (Saudi Arabia, Norway, Texas and the United Arab Emirates) have used tax policy to diversify, each compared with Angola. A bilingual synthesis followed, setting twelve tax regimes against Angola's regime in force in May 2026: an evidence base for a wider tax base and a more diversified economy.

U.S.–Angola Health Partnership

May

With the U.S. Embassy and member companies in the health sector, the Chamber continued to prepare the private sector's contribution to implementing the U.S.–Angola Health MOU. The focus is on three areas where companies can add most: last-mile supply chains, laboratory systems, and digital health and data. A flagship event with the Ministry of Health is planned, with the date to be set by the Ministry.

Chamber news and media

The AmCham Angola app and "A Hora da AmCham"

May

The Chamber's member app, built on the GlueUp platform, is available on the App Store and Google Play, bringing events, the members' directory and Chamber communications into one place. On Rádio LAC, "A Hora da AmCham" ran three editions: an economists' panel with Eng. Pedro Godinho and guests from Universidade Católica de Angola and the Ordem dos Economistas de Angola; an edition on innovation and U.S. university scholarships; and a segment with the U.S. Embassy.

Why it matters for business in Angola

  • Companies have a regular, working channel to the tax authority, at technical level and, when needed, at the top.
  • The private sector's tax priorities are framed around predictability, foreign-exchange fluidity and customs neutrality: the conditions investment depends on.
  • Sector work now runs well beyond oil and gas, giving companies in eight sectors a place to shape policy.

What members get

Bring your tax cases to a standing channel with AGT

Members bring their practical tax and customs cases to the Sub-Tax Committee, which takes them to a monthly technical session with AGT, working to agendas set in advance. Through the Policy Committee's eight sector sub-groups, members also help set the priorities the Chamber carries to Angolan and U.S. officials. Board-level members receive advisory services and priority invitations to those meetings.

About AmCham Angola

The American Chamber of Commerce in Angola (AmCham Angola) is a non-profit membership organisation founded in July 2017. Its mission is to develop commerce between the United States and Angola, to promote the interests of U.S. companies and of its members, and to improve Angola's business environment. It receives no financial assistance from any government, is governed by an elected Board of Directors and works through its committees and forums: we advocate, connect, inform and fight for Angolan and U.S. business growth.

AmCham Angola is an affiliate of the U.S. Chamber of Commerce in Washington, D.C., the world's largest business organisation, founded in 1912 under President William Taft and representing more than three million companies. That affiliation links members in Angola to the U.S. Chamber's networks, including the U.S.–Angola Working Group, and places AmCham Angola among the 21 American Chambers of Commerce in Africa.

What the Chamber does: inward and outward trade missions; networking breakfasts, receptions and business luncheons with ministers, officials and industry leaders; advocacy through position papers, policy comments and structured dialogue with the Angolan Government; off-the-record CEO forums; conferences, workshops and webinars; and the weekly radio programme “A Hora da AmCham” on Rádio LAC.
